City lights are/were a European requirement. Think parking lamps except  
the headlight is lit dimly with a small white bulb. No yellow/orange  
lighting on at the same time. On my Italian spec Beetles all forward  
facing lighting was white and all rear facing lighting was red (except  
reverse lights). I think yellow was reserved for side lighting as seen on  
trailers here (i.e. clearance lights) and the little turn signal lights  
seen on the front fenders between the front wheel and front door (I LIKE  
THOSE!). In America this city light task is handled by dim turn signal  
lighting (yellow).

Your seller is saying the extra wires are for powering the city lights I  
think. You can use them in conjunction with the headlights (useless) or as  
city lights as intended or not at all. Wire them into your parking lights.  
Like parking lights I believe the intention was to show other drivers the  
position of your vehicle and indicate that you are not moving. Around here  
folks like to run their parking lights after dark in town and look KEWL.  
<grin!> I hear that in some states that you can get a ticket for driving a  
ticket with the pakring lights on (only). Parking lights mean parked car.
