Lugging a gasoline engine is to apply  a large load at low rpm so that the engine strokes can be felt. Back even before the day, one measure of a car was to put in top gear at a slow speed and see how smoothly it would accelerate (with adjustment of advance possible with a hand lever this was quite slow).
