Are the thermostats in place?  Chokes operational?  This sounds like 
the idle is set high to compensate for something else.  For the engine 
to idle correctly the throttle plates can't be open too far.  In 
moderate (above 40) temps the engine should be fully warm in no more 
than ten minutes.
