if its in a web that you can get at maybe a punch on the web will help  
loosen it.  i ended up saving a WB block that was headed for scrap with  many holes 
stripped out and a stud broken off with a drill in it by saying "oh  well 
nothing to loose!" and torched the stud out. it worked very well and i am  
driving that engine in the rampy now . it has many new helicoils in it , even  the 
rear studs were loose!. this block must have been raped with an air  wrench.
i did a similar repair to a 65 van 4 spd tranny. it had a tap broken off in  
one of the main mount bolt holes.  i blew it out with the torch.  it  came out 
so well the threads were still very usable.
get a good torch man on it.
 another way that works sometimes is to cut a good slot in it,   warm it , 
then work at it with a good screwdriver blade.this works well with 1/4  and 
smaller stuff.  get the dremal tool with carbide cutting disks  out.
