This is an old problem.  I've fought it off and on for 40+ years.

I've had some luck with sharpening the points that hold the hub caps on the
wheels.  If you look at the area that fits inside the wheel rim, you'll see
some little pointy spring clips riveted to the hub cap.  These points dig
into the rim, screwing up the paint and holding the cap on.  With time, they
seem to dull.  A file will sharpen them.  Don't take off too much, or you'll
shorten the clips so they don't press into the rim enough.  This worked with
the last set of wire caps I had on my '65.
