You're list of "Marines that don't have computers" also applies to Corvair owners. Perhaps in the overcrowd areas of both coasts, high speed access is available everywhere. However is a very large area of the US, dial up is the only option, regardless of how frugal you are or what kind of car you have.
 
Bulk mail rate have everything to do with the number of items you're mailing. As some point, CORSA could actually end up loosing money by sending out fewer copies.
