<VV> carburetor air warming slot

Hi,

I must not be looking in the right part of my great pile of Corvair 
literature.....

Is the arm coming off the bottom of the plate for the carburetor air warming 
slot supposed to hold the left side vent door open a little bit?   If so, 
whut fer?

Also, I have no idea what this means:  "For winter operation, turn plate 180 
degrees to uncover carburetor air warming slot."   Do they mean to flip it 
over?
