Do not try to bend the turn signal arm in place... you're likely to 
break the switch. I was able to remove mine and gently bend (no heating) 
near the base to clear the wheel. Since I didn't go too radical with the 
angle, the existing chrome played along... and since it was near the 
base, it really wouldn't show anyway.

My rubbing wasn't too bad... I didn't try to fix.
