Until you have an understanding of how postage rates are set, you are whistling in the wind.
  The Postal Service , after doing extensive cost studies, submits suggested rates to the Postal Rate Commission, a politically appointed group who owe their allegiance to the President.  At this point, mailers, such as Time Warner, and competitors, such as UPS, begin playing footsie with the politicians to sway the rate system over to what puts the most money in their pockets.  If rates were set as originally proposed, everyone would be treated equally, but this is the good ole USA, where under the table money talks.
