Agree on hot or at least warm, and the carbs.  The engine should be turned
over at least 6 times to get a full reading.  Then compare cylinders.
But...  Then, if any are low, add a squirt of a teaspoon or so of oil into
the cylinder to see whether it is the rings or the valves that are causing
the lower reading (harder to see on a horizontal engine).  If the reading
goes up, problem is rings, stays the same, its valves.
