Deflashing and minimizing the obstruction to  air flow RAISES the  horsepower 
the fan requires. Look at the hp/flow  data in the SAE 140C report  for 
details
 
Scotty,  The way an engineer explained it to me when I had the same  "common 
sense" mind block was that with fewer restrictions and a smoother  airflow the 
fan can move more air and that is more work which takes more  HP.  As an 
example when the damper doors are closed while the Corvair  engine warms up the 
fan can't push as much air and less horsepower is  taken for its operation.
