This is one place where engineering theory and real life tend to diverge 
-- check them!  If they are plugged (can you blow through them with your 
breath -- hope you like kissing up to Ms. Gasoline), then replace.  Go 
for a test drive.  Answer your own question and let us know how it 
worked out, please.

Yes, there could be any number of other causes, but sometimes a little 
testing on the part of the owner is required -- this is simple and 
really it goes a long way toward answering the question of whether they 
are or aren't plugged -- hope your filter nuts aren't stripped out (if 
they are, that changes the whole scenario, and you check the stones 
last, or fix the carbs) ...
