I've seen the same thing, my guess is, all this welding happens right after  
casting, long before any machining takes place. I wouldn't be surprised if it  
was done while the casting was still hot!

or other issues. i am guessing they failed inspection and  got repaired,  
rechecked for tolerances and then put in  service.  this still happens in  
industries. i would look  at it carefully and then not worry about it.
