A hundred years, HUH?.......up to the Corvair, that is. 
 
If you will take a look at the example fuse panel in the 1965 Shop Manual,  
page 12-2 ( or '61 SM, page 8-47) , you will note that there is a separate fuse 
 marked Panel Lps. That fuse is for the dash lights. It may be in series with 
the  "tail and stop" fuse, but by being there it puts the panel lights on a 
separate  circuit.
 
What that means is, that the panel lights fuse could be blown and the dash  
lights will not light, But  the tail lights will still work.
