"all the way out" to me means you have maximun choke possible. This is 
not what you want.

The choke butterfly should only be closed when the engine is NOT 
running. Once the engine starts, the choke pull-off (either metal or 
plastic thinggy on topo of carb) opens the butterfly to allow some air 
into the engine. Without air, the engine cannot run, as oxygen is needed 
for the combustion process, and in reasonable mixture ratio with fuel.

Running the choke rods all the way out will keep the fast idle cam 
engaged forever

TO set the choke rods properly is easy. Disconnect them at the clip on 
the carb. With a cold engine, hold the butterfly closed and adjust the 
rod by turning until it easily slides into the hole on the carb lever 
(belcrank). Now unscrew (make longer) the rod by two turns and install 
it with the clip. You are done. If the chokes stay on too long (black 
smoke outof tailpipe, etc) screw the rods back in one or two turns (make 
shorter).
