Stephan, all the posts that everyone has sent you are all potential problems that could cause the rough downshift you are experiencing. But assuming that the modulator is good then hook up a vacuum gage either at the choke pull-off or or with a tee at the modulator and see how much vacuum the engine is able to supply. The modulators need at least 16Hg of vacuum to do their job, so check in neutral and drive and if it is lower than this then look at the engine for problems not the trans. Usually a valve train issue and especially prone to happen with rebuilt engines. Been here many times.
