If I was purchasing a small block
Chevy, I would expect that a complete cooling system was included.  

Boy!  Are YOU in for a bit of a shock when and if you actually DO buy a
"complete" small block Chevy!  Hint:  You don't get the radiator tossed in
with the deal!  Bell housings are correctly considered part of the
transmission, and would not be a part of a "complete" engine either.  Ditto
the alternator, AC pump, and starter....carbs/FI assembly are generally
negotiable, but aren't generally part of a "complete" engine deal either!  

Frankly, the sheet metal probably should NOT be considered part of a
complete 'Vair engine, but like you, most that I've bought included the
shrouds (which is probably why I've got 3-4 complete tin sets out in the
storage barn!).  In the case of a 'Vair engine....the easiest way in or out
of the car is with the tins attached, so that's usually the way they're
sold!
