Define "removed" - If the exhaust housing is still installed onto  the main 
bearing carrier with the stock V-clamp, and tightened up, the wheels  should 
spin freely. The tightening of the clamp onto the housing compresses an  area 
under the wheel, which allows the turbo to spin. When the exhaust housing  is 
removed, the seal expands underneath, adding a bunch of drag to the spinning  
assembly. - Seth
