It somewhat depends on the flywheel. How badly worn are the rivets? Don't  
know? Then follow Frank's instructions and try to remove one rivet. Can you  
punch it out fairly easily? or is it stuck in there?  If stuck, keep trying  
until you get one out. Then look at the rivet. Is it smooth on the sides, OR  does 
it have a groove worn into it?  If 1) you can't get the rivet out or,  2) 
there is a groove in it, bolting will be much more difficult. And I suggest  you 
send it off to Dale. That is because you will probably have to remove all 12  
of the tough to remove rivets before you can center all the pieces and insert  
even the first bolt. 
 
OK, Why are they tough to remove? It's because the shifting parts of a  loose 
flywheels wear these grooves in the rivets locking the rivet and the  pieces 
all together. One worn this bad is off center too and is just going to be  a 
bear to do.
