Not to throw cold water on your idea.....but it won't work!
 If it took 14 hp to drive the stock fan at 6320 rpm (engine speed  4000), 
then it will STILL take 14 hp from an electric motor to drive the fan.  And even 
if you could mount such a motor on top of the fan, where are you going  to 
get the electric current to run it?
