At full speed, it takes 27 HP. Still, your typical automotive electrical  
system can only generate about 1, MAYBE 2 HP at best, and that's if it's not  
running ANYTHING ELSE!!

full  throttle but it had to be sized to provide enough cooling air at low engine

maybe, a cooling optimized fan would need less than 14 hp to keep things  cool 
enough.  Maybe, I don't know.
