i bet on a need for a diode in the light circuit. if one is there it must  be 
shorted. this will feed some (enough) volts back to the ignition circuit with 
 key off.  also a shorted triode (the small black triple diode )in the  
alternator may cause this symptom.       i think  it was properly addressed in the 
tech guide...
