 Copper pipe is possibly for a "HOT SPOT" to keep the carb warm to help prevent icing and to improve the fuel atomization. Usually on big aircraft recip engines, done with hot engine oil.

sounds like a vw irs set-up but not posative but it's def. not corvair.
