The return springs are pretty meek - intentionally.

Are you sure the linkage is not catching on a plug wire or a vacuum line? 
Also, is the fan bearing beginning to "walk out" of the top shroud and 
preventing the throttle cross shaft from fully closing?

Seems to me that an extra (or a stiffer) spring could lead to excessive 
wear.
