Having experience with production processes, I'd say that it sounds like a
running engineering change. It also doesn't surprise me that you'd find an
occasional half-breed (one with the engineering change on only one side),
as such running changes can often be incorporated one side at a time.

oposite sides.   Basically it seems that 61s had the two holes per side but
that is not always true.  So what's the story ?  When and why the change ?
