Seth is correct. It's like the recycle fee we have on motor oil. The idea is
get do-it-yourselfers to recycle their used oil. We have had a problem with
people dumping it into storm drains. That is a straight shot to the ocean. 
One quart of oil can put a sheen over 1/2 square mile. Is it something you 
would want to swim in? Eat fish that are caught in it?

The items listed have components that can break down into hazardous waste.
Like it or not there are going to be water tables under dumps. Then there are
the cities that incinerate there refuse. We still don't have the technology
to scrub all the pollutants and carcinogens out of the stack gases. As far as
saying the "Greenies" are responsible for this, I would have to ask do we
want to go back to putting lead in our paint?

Ken,
    Well, that depends on WHERE you try to do it.   At home in northern NJ,
not only won't the garbage collector take a computer or  a TV, but they
refuse
them even at the town dump.  They even refused to  accept an outdated (round
knob) propane tank UNLESS the valve on top was  COMPLETELY REMOVED.
    OTOH, at my present (SECRET) location, people put  out TVs, computers,
printers, VCRs, bicycles, old propane tanks, and ACs and  they are ALL picked
up
by the town garbage collectors.
    Just don't tell Al Gore and the rest of the  "Greenies".
