<VV> Some Advice needed refrencing a Car Title

So I purchased a 1964 Spyder from a gentleman in Portland Oregon.

He promised to send me the title and a bill of sale.

It has now been about two months and I still have nothing but the car.

the gentleman says he is going to get the title sent to me but I am
beginning to fear the worst.

Can I obtain a title for the car by myself?

If so has anyone done it before and what steps should I begin to take?

Any Advice would be appreciated.
