So, What does a garage door opener use?  I'm not an electronics guy, but it 
seems that something akin to that would work the way you desire.  Each time 
you push the button, it toggles to either the on or off position.  You could 
even put a code on the sending unit if you so desire and "hide" the 
"doorbell button" for emergency use only behind the spare tire (or other 
reasonably accessible place).

It would not be all that different form modern cars and there might even be 
a way to miniaturize it to at least some extent so that it would not be 
overly bulky in your pocket.

OK - I'll be looking for royalties on the idea is someone goes ahead with 
it.

Oh - this will not protect you from someone stealing your battery from the 
unlocked engine compartment.
