<VV> OK, now what?

Well, I spoke too soon yesterday about my 64 Monza cpe. starting and running fine after taking the fuel pump apart and cleaning it.   It did run well, and I took it for a short run to check out a rear brake that was hanging up.  I didn't mess with it any longer as it was Supper time.

This morning, the dang thing wouldn't start and it still will NOT!  I checked the carbs, the accelerator pump squirts a bit of gas each time I move the accelerator. I checked the voltage at the + side of the coil and with the key turned"ON", I get 4.5 volts to ground (alternator case) .That seems a bit low. I think it should be around 6.5 volts, shouldn't it? I did make a jumper to go from the + side of the coil to the + post of the battery. That didn't help. 
I also checked the 7mm cable from the coil to the center of the distrib. cap. It read 7k ohms. Is that normal? I haven't read these resistance type plug wires for years and can't remember what they should be reading.
I did notice that the rotor inside the distrib cap is strange looking. It most likely is NOT a Delco part. Maybe it isn't making good contact with the contact in the center of the cap. I will try to find one today at Advanced Auto parts here in town. I hope this distributor is universal among the GM 6 cylinder products.  Too much to hope for?
