<VV> Early Steering Noise

A friend just brought his '64 convertible to my slushy driveway.  It seems that an auto repair man had told him that the car needs a complete front end overhaul at a cost of a couple of thousand dollars to fix a noise that comes when turning sharply in either direction.  I looked at it and it appears that the noise is from the tires rubbing on the front strut rods.  I then checked the '61 manual but couldn't find any discussion on steering stops.  So, my question is, what adjustment will stop the steering before a tire rubs on something?  It seems to me that there must be something.  He left now and I didn't check the tire size so can't answer any questions on that but it may be a factor.  Any help will be appreciated.
