Normal reported for a PG 1100 vert is only 14-16  around  town....
 
Are the tires correct diameter for correct Odometer reading?  Wheel  aligment 
WAY out of specs?
 
Is the engine in proper Tune?   Dwell / Timing,  Carb  Jetting  Float levels?
 
Is your fuel pressure too high?
 
All these things are easily checked!

We have  a '66 converable, 110 powerglide. It is only getting 10 miles to the 
gallon. I  have rebuilt 1 carb, the other one seams ok and I think it needs a 
new  fuel pump.I can't see but a tiny bit of fuel in the site glass. Does
