Stephen,
You may have already solved all of your carb problems by now. So if you did, 
just disregard my comments. But if possibly you might still have these 
problems, you might want to check for the following.

What I am going to say may be a little controversial. And may not really be a 
cause of your problrms but I am concerned by this.

The stock LM carbs all have an inlet seat (as needle and seat) hole diameter 
of about 0.084 in. Some aftermarket seats are coming with holes of around 
0.100 in. There exists a distinct possibility that the needles aren't large enough 
to adequately close off a seat this large with even normal pump pressures. 
That is, that the rubber tip may not close off a hole this large.
