Lots of variables here.  If you are driving where there is a stop sign every block, you are probably right on.  If you are talking about the open highway, you should be in the low to mid 20s.  A combination of city and highway driving with a PG should get you in the high teens.  My guess is your jets are to big and/or your float levels are to high.  Not much else besides the carbs would cause this problem assuming the cam was indexed properly.
