We were really talking about damage to tranny/diff combos... but...
 
My max safe speed w/ever so slight oscillation is 65 or so... depends a lot on the weight and/or length of the towing vehicle based on my experience.  
 
My current combo is a Dodge Quad Cab Diesel 2500, usually with slide-in camper, i.e. lots of weight.  With tow-dolley and rear end up I have no problems up to 65.  I would not know above that.  Just seems "unsafe at any speed (above 65)"
 
The Durango we used to have?  60 was the absolute max... and then the right bump/curve would set it off.  What a horrid drive to BeaveRun that was from SC!!
 
The old 32' RV we had, was probably run 60-65 w/ease (again, dolley and rear-end-up)  Speedo sucked on that thing.
