the volume control may be "dirty" needing a cleaner sprayed into it as you  
move the knob back and forth. (you dont need much cleaner , blaster works  well)
also the control may be damaged by pushing it in to hard? you should be  able 
to see this if you remove the bottom cover.
also there is a coupling to the center terminal (arm) that may be shorted  
putting voltage on the control causing similar symptoms..check for voltage at  
the arm of the control to ground.
hope this helps.   get a radio type guy to help you . there were  several 
update bulletins on this radio chassis back in the 70's including a  better audio 
bias pot (could be a problem also) but you need to know what you  are doing 
to adjust this or you will shorten the life of the audio output  xistor.
as a side note i have a good size box of original delco factory service  
manuals and bulletins , with a few service manuals from phillips chrysler and  
bendix thrown in. i will entertain fair offers on this collection.
also have some rare delco replacement transistors etc new in drawers here  
somewhere. i am trying to clean out things i dont need. this is a monumental  
task for me.
