Bob - - -I ordered my 1968 red Monza Convertible on December 28, 1967.  The MSO is dated February 09, 1968.  I took delivery on February 20, 1968 and still have the car in my posession with 34,000 miles on the odometer.  The car does not have headrests and there is no mention of headrests on the order form or window sticker which I still have.  Hope this helps with the discussion. - - -Dick Shank

You are one year late.  Federal law mandated them effective January 1,  1968.
I ordered my '68 in the fall of '67 and it was built and delivered  after
January 1, 1968.  You can check the law at several sources.
