While Matt's hypothesis is more likely, it could otherwise be a combination  
of retarded ignition timing and advanced throttle opening such that high 
vacuum  advance occurs at idle speed.  If that's true, then when you accelerate  
above idle the vacuum advance REDUCES creating a "bog" in throttle  response.  
So check base igntion advance and vacuum advance (should be NO  vacuum advance 
at idle).

ONE carb at a time....   open it's throttle....   the side  that dies is the 
bad  carb
