Kally-Forn-Yah is the opposite - no safety inspections, but HARD on
emissions.
That's why you see parts that are "certified for 49 states" - all EXCEPT
here.

The Tidewater area of VA is not subject to emissions inspections. But if
it was, Spike would probably pass as it would just have to meet 1964
requirements for VA.

Spike is subject to inspection?  This must certainly be a safety
inspection 
rather than emissions.

At a state inspection I was waiting in the lobby for them to do my car. 
The 
mechanic(and I use the term loosely) came in and told me Spike would not

start.  I went out and found he had ground away on the starter till the 
battery was dead.  The pass through where the cables came through the 
battery box was completely melted away.  The young (idiot) was astounded

that I tried to make it his fault.
