Um, no.  According to Puhn's _Brake Handbook_, page 115, "The front  
wheels should lock before the rears.  Rear-wheel locking causes  
instability."  If the rears lock first in a turn and you're near the  
limit, the tail will step out *now*.  Front lockup will only require  
easing off the brakes to bring the car back in line.

What we really want is the fronts to lock *slightly* before the  
rears.  If one end locks much before the other, then we're doing 100%  
of the potential with one end, but less than 100% with the other.   
Since tires are better today than they were back then, the balance  
will be off in any case, favoring rear lockup.

Sounds like it's time for some research and testing :-)
