Yes , you could use just the ballast resistor only,or  its very easy  to 
bypass during the crank cycle, by running a wire from the "R" terminal on the  
solinoid, to the "+" side of the coil...The resistor provides a 3 volt  drop, so 
with the engine running and the gen or alt charging at 14 V, you have  11V  to 
the coil, during cranking the voltage drops to 10V or so, and  because of the 
bypass wire the cranking voltage is 10V.  This insures easy  starting........
