Brett,
     You can check on the actual system voltage while driving by plugging a DC voltmeter into the cigarette lighter socket.  Attach the meter terminals to a male plug that fits the socket.  Just remember the center terminal of the socket is POSITIVE while the surrounding shell is NEGATIVE.  You should read between 14 and 15 volts while driving the car at speeds higher than idle.  If you're still having trouble with steady, consistent voltage levels, you might try switching to a solid state regulator.  I got mine from Clarks a long time ago.  Eliminates the problems of sticking or burned relay contacts.
