best way is to remove that front panel under the windshield and clean it  
out. clean out the holes on the lower edge of the front fenders also.  shop  
vac helps.
i have done some quick and dirty without removing the panel with some cheap 
 spray rustproof and a nozzle that came with it. use the stuff that does 
not  harden up , like a tar in spray can.  do it twice , the foam sometimes  
forms small holes.  second time after a few minutes has not  failed me yet 
(that i know about).
look under the dash to see how bad the rust is. if it is not too bad i  
spray it with rustoleum semi gloss black.
did one with spray stone guard finish once that sealed it up also.   this 
is not on a show car , just fixed some cars that were being driven in any  
weather .
