You are exactly correct.

I've been part of rallye rules revisions and have tried to no avail to  
institute required TSD rallies at the convention.

Convention rallies are generally a joke. Someone who competed in the  
rally at last year's convention told me they used "Florida rules".

This is how a convention rallye should be run:

1. It should be a true TSD rallye which would make it a true national  
championship event. It would be similar from year-to-year.

2. The directions should be straightforward. Some people will find a  
way to get lost, you don't have to trick them into it.

3. With simple straightforward directions, novices and those just out  
for a nice drive should be able to finish, have fun, and see the  
scenery.

4. More skilled entrants should do well running "seat of the pants"  
without being engineers, math majors or rallye professionals who know  
that "POR" has nothing to do with rust.

5. Skilled ralliests who can follow directions and continually stay on  
the clock can do very well and will probably win the event, as they  
should.

At conventions, there is too much emphasis put on trying to make  
events so that novices can do well at them. A novice is not likely to  
score 99 points in the concourse, why should they be expected to maybe  
win the rallye?
