It's the UPPER hose that you want to cap off. Lower can blow into the wind 
as far as the engine cares.
This upper hose blew COOL air into the heater box to modulate the HOT air 
coming from the two heads to make cabin heat, well, cooler. The last thing a 
Corvair needs is cooler heat in the cabin.

I usually just cut up a beer can, and screw it to the port on the engine top 
cover, and eliminate that top hose.
