Depends on your definition of "loose". There should never be any loose
ones, as the lifter takes up the slack, even with the valve closed. But,
the closed valves will appear looser than the open valves.....  TDC is the
"most" closed the valve should be.

Dave,

There will always be some loose ones - because those are not at TDC when 
both valves should be closed.  Adjustments are to be made at TDC.

Do you have a LM Chassis/Shop manual?  Start at item # 27 on page 6-36.
