<VV> Non-CORSA members in local chapters

Corsa needs to step up to the bar and not give insurance to Chapters that 
are not 100% in line with Corsa rules.  If all the members of each chapter 
are not Corsa members then no insurance.  Cortsa also needs to tighten the 
belts and quit having Conventions like Buffalo that lose money.
