<VV> Communique improvement, Indexing

There are several indexes already. A link to one was posted earlier today. I
believe Mike McGowan (Communiqué editor) has another, and I recall seeing
indexes to old tech published in the Communiqué. 

Before we run out looking for volunteers and/or making lists let's look at
what's already been done.

I'd like to see CORSA offer each and every tech article online for a modest
fee, like 99-cents. This is cheaper than buying a back issue, instantaneous,
and proves the value of CORSA to every Corvair owner. It's a selling tool
for CORSA membership (Members get printed versions "free" with each
Communiqué) and it's a revenue generator sourcing from members and
non-members alike.

That's my idea - I think is solves a bunch of concerns in one stroke.
