Actually, when I converted my dash to all VDO instruments, I beat the bushes
pretty well to improve the oomph of these lights.  I settled on a pair of
fat LED's in their own enclosure and mounted them really exposed in the
instrument buckets.  Even so, with the top down, they are not eye catching.
The screech of the tooter is.

I was only half serious.  The alarm sounds like (pun?) a good idea.  But, if

they are as dim as you described, there may be some resistance in the wiring

stealing away some of the power.  Most likely at a connector or in the bulb 
sockets.
