Or use water instead of Coke.

What you are doing is removing the rust stain from the top of the 
chrome. Chrome is porous (well, bumper chrome seems porous maybe a 
better word could be used), so the rust from the steel below weeps to 
the top. Waxing after this treatment can help delay the return of the 
rust stain.
