In Indiana the state can and does issue new vins to cars sold at auction by the state. That is if the car has no vin on it. And they don't know where the hidden numbers are.

Bottom line, altering a VIN is a FEDERAL offense, period. It doesn't matter 

if you're doing it to save a good car with no intent of defrauding anyone. 
(BTW  what happens to the car after you're gone?) If you get caught you can
loose 
the  car, be fined and even do jail time. It's your life and your choice.
All
